The amendment to the Regulation on Teacher Certification in February 2008 strengthened the quality management system for teacher preparation by revising the standards for subject-matter coursework and teacher certification, and by mandating the establishment of a Teacher Education Committee.

In alignment with this amendment, the Teacher Education Innovation Center was established as a dedicated body responsible for tasks related to teacher certification and teacher education administration. Its mission is to cultivate academically and socially accomplished secondary school teachers through the efficient and systematic operation of teacher education courses, school-based practicum, and educational service programs.
