Guidelines for Teacher Certification Screening in the Master's Program

When providing admission counseling for the graduate (master's) program, applicants must submit their undergraduate transcripts and course syllabi (or course descriptions). These documents must be reviewed by the relevant major professor to determine which courses may be recognized as major courses for the teacher certification subject area. Based on this review, the program must present the applicant with the credits and courses that can be earned through the master's program and determine whether the applicant is eligible to obtain the teacher certification.

To ensure clarity, the institution must verify recognized credits at the time of admission by using the "Major and Teacher Education Course Credit Recognition Form," and these verified credits must later be used for the Certification Without Examination process upon graduation.

Recognition of Credits Earned Prior to Enrollment in the Graduate School of Education

In accordance with Article 23 of the Higher Education Act, an institution may recognize, within the scope prescribed by Presidential Decree and as stipulated in its academic regulations, that a student has earned credits at the institution if the student falls under any of the following categories (including credits earned before entering the institution):

  • Credits earned at another domestic or overseas institution
  • Credits earned at lifelong education institutions that grant academic degrees or academic equivalency under Article 31(4), Article 32, or Article 33(3) of the Lifelong Education Act
  • Completion of university-level courses at domestic or overseas high schools or at domestic institutions listed under Article 2 (including higher education institutions established under other laws)
  • Credits earned through distance-learning courses taken while on leave of absence due to enlistment or service under Article 73(2) of the Military Service Act
  • Credits officially recognized by the Minister of Education under Article 7(1) or (2) of the Credit Recognition Act
  • Verified learning, research, or practicum completed at another institution, research institute, or industry, or verified employment experience (limited to industrial universities and junior colleges)

Important Notes:

Only courses marked as "major" in the transcript issued by an institution offering a major related to the certification subject can be recognized as major courses. Courses completed as "general elective" or "liberal arts" cannot be recognized as major courses.

For elementary school teachers, courses completed as advanced subjects at a college of education may be recognized as major credits, enabling them to obtain a secondary teacher certification in the relevant subject area through the graduate school of education.

Recognition of teacher-training (교직) courses previously completed is permitted only if the courses were offered as official teacher-training courses by an institution authorized to operate a teacher-training program.

If the titles of major courses completed at the undergraduate level differ from those designated by the graduate school, the university president may approve them as major credits after review by the Teacher Education Committee.
